SummaryJulian BOCANEGRA-Lupian, a 48-year-old citizen of Mexico, is a convicted aggravated felon who was last removed from the United States in November 2019. BOCANEGRA-Lupian unlawfully re-entered the U.S. on an unknown date and at an unknown place without being admitted after inspection by an immigration officer. In 1993, a criminal court in Harris County, TX convicted BOCANEGRA-Lupian of homicide and sentenced him to life in prison. In August 2012, he was transferred to ICE ERO custody, and he was removed to Mexico for the first time. BOCANEGRA-Lupian illegally re-entered the U.S., and in November 2019, ICE again removed him to Mexico. ICE ERO received information that BOCANEGRA-Lupian may have returned to the U.S., and ERO Houston continues efforts to locate and arrest him.[sources]
