Summary | On July 5, 2018, a federal grand jury in Lexington, Kentucky, returned a 24-count indictment charging 15 foreign nationals with Racketeer Influenced and Corrupt Organizations Act (RICO) conspiracy, wire fraud conspiracy, money laundering conspiracy, and aggravated identity theft. The charges stemmed from the defendants' alleged roles in an international organized crime group based primarily in Alexandria, Romania, that defrauded American victims through online auction fraud, causing millions of dollars in losses.On February 6, 2019, a federal grand jury in Lexington returned an 11-count indictment charging an additional foreign national and four Americans, including Rashawd Lamar Tulloch, for their alleged roles in the same criminal enterprise.
