Sanctions designations transcribed from EU legal acts in the Official Journal
The European Union adopts sanctions as legal acts of the Council, published in the Official Journal of the European Union (OJEU). The acts take effect on publication, and their annexes are the legally authentic list of designated persons, companies, organizations, vessels and other targets.
This dataset transcribes the annexes of the EU's sanctions framework regulations and decisions, and of every act amending them, from the texts published on EUR-Lex. Each designation is reviewed against the act before publication and carries the sanctions program, the measure imposed (asset freeze, export control, transportation restrictions, financial restrictions and others), the listing reason and date, and a link to the act it was transcribed from.
Unlike the EU Financial Sanctions Files, which cover only asset freezes, this dataset includes the listings the Journal annexes carry under other measures: vessels under port-access and maritime-services bans, entities under export controls, and companies under sectoral financial restrictions. A designation leaves the dataset when the consolidated text of its framework act no longer lists it. The EU Sanctions collection combines this dataset with the consolidated list and the national sanctions lists of EU member states.
