Seyed Hadi Mansouri exerce les fonctions de juge et de chef auprès de la quatrième section du tribunal révolutionnaire de Mashhad depuis décembre 2017. Au cours des manifestations de 2022-2023, il a participé à la campagne de condamnations à mort prononcées à l’encontre de manifestants, en violant ainsi également leur droit à un procès équitable. Il est donc responsable de graves violations des droits de l’homme en Iran.
