The Federal State Unitary Enterprise Novorossiya Railways was created by a decree of the Government of the Russian Federation on 29 May 2023 to consolidate the railways of the territories of Donetsk, Luhansk, Kherson and Zaporizhzhia not under the control of Ukraine’s government and to move them under the control of the Russian authorities. Novorossiya Railways is being financed from the Russian Federation’s federal budget. Its purpose is to create alternative transport links, which can then be used to transport, among others, military materiel for the purpose of using it in Russia’s war of aggression against Ukraine. Therefore, Novorossiya Railways is supporting materially actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

L'entreprise unitaire publique fédérale “Novorossiya Railways” (“Federal State Unitary Enterprise ‘Novorossiya Railways'”) a été créée par un décret du gouvernement de la Fédération de Russie le 29 mai 2023 afin de consolider les chemins de fer des territoires de Donetsk, Louhansk, Kherson et Zaporijjia qui ne sont pas sous le contrôle du gouvernement ukrainien et d'en transférer le contrôle aux autorités russes. Novorossiya Railways est financée par le budget fédéral de la Fédération de Russie. Son objectif est de créer d'autres liaisons de transport, qui peuvent ensuite être utilisées pour transporter, entre autres, du matériel militaire aux fins de son utilisation dans le cadre de la guerre d'agression menée par la Russie contre l'Ukraine. Par conséquent, Novorossiya Railways apporte un soutien matériel à des actions qui compromettent et menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine.
