Admiral Moe Aung was the Commander-in-Chief of the Myanmar Navy. He is one of the highest-ranking officers in the Myanmar Armed Forces (Tatmadaw), closely associated with the regime’s State Administrative Council including Commander- in-Chief Min Aung Hlaing and Deputy-Commander-in-Chief Soe Win and the Government. Since 8 January 2024, he is Minister of Ministry 4 at the Office of the Chairman of the SAC and National Security Adviser. Moe Aung also takes part in the governance of Myanmar Economic Holdings Public Company Ltd (MEHL) and Myanmar Economic Corporation Limited (MEC), two military-owned conglomerates that provide the military with economic and material resources facilitating their actions. Under his authority and in cooperation with the Ministry of Transport and Communications, soldiers and weapons were transported by boats/ships to the northern part of the country by waterway. As a Minister, he forms part of the military regime which has seized power in a military coup and overthrown the legitimately elected leaders of Myanmar/Burma. Moe Aung is therefore a natural person whose actions, policies or activities undermine democracy or the rule of law in Myanmar/Burma, or who engages in, or provides support for, actions that threaten the peace, security or stability of Myanmar/Burma. He is also responsible for numerous human rights violations.

L’amiral Moe Aung était le commandant en chef de la marine du Myanmar/de la Birmanie. Il est l’un des officiers les plus gradés des forces armées du Myanmar/de la Birmanie (Tatmadaw), étroitement associé au Conseil d’administration de l’État du régime, dont font partie le commandant en chef Min Aung Hlaing et le commandant en chef adjoint Soe Win, ainsi qu’au gouvernement. Depuis le 8 janvier 2024, il est ministre au ministère 4 auprès du cabinet du président du SAC et conseiller à la sécurité nationale. Moe Aung participe également à la gouvernance de la Myanmar Economic Holdings Public Company Ltd (MEHL) et de la Myanmar Economic Corporation Limited (MEC), deux conglomérats appartenant à l’armée qui fournissent à l’armée des ressources économiques et matérielles qui facilitent ses actions. En sa qualité de ministre, il fait partie du régime militaire qui a pris le pouvoir dans le cadre d’un coup d’État militaire et renversé les dirigeants légitimement élus du Myanmar/de la Birmanie. Moe Aung est donc une personne physique dont les actions, les politiques ou les activités compromettent la démocratie ou l’État de droit au Myanmar/en Birmanie, ou qui mène ou soutient des actions qui menacent la paix, la sécurité ou la stabilité au Myanmar/en Birmanie. Il est également responsable de nombreuses violations des droits de l’homme.
