Harouna DOUAMBA

Harouna Douamba is an Ivorian businessman, and the head of a pro-Russian, anti-Western disinformation network in the Central African Republic (CAR) and Burkina Faso. In 2011, Douamba founded a non-governmental organisation called Aimons Notre Afrique (ANACOM) in the CAR. That organisation received funding from Lobaye Invest, which has been associated with the Wagner Group. In 2022, Harouna Douamba established the Groupe Panafricain pour le Commerce et l'Investissement (GPCI) in Burkina Faso. GPCI has been involved in covert influence operations. Harouna Douamba’s disinformation networks were dismantled by Meta in May 2021, and later in May 2023. Despite this, GPCI-related disinformation groups are still active and running structured and coordinated disinformation campaigns, with the use of a vast network of information chains. Those campaigns target France in particular, including through accusations of conspiracy, terrorism, destabilisation operations or preparing coups against the Union or its Member States. Therefore, Harouna Douamba is supporting and implementing actions or policies of the Government of the Russian Federation which undermine or threaten democracy, the rule of law, stability or security in a Member State or in a third country by planning, directing, engaging in, directly or indirectly, supporting or otherwise facilitating the use of coordinated information manipulation and interference.

Harouna Douamba est un homme d'affaires ivoirien et le chef d'un réseau de désinformation pro-russe et anti-occidental en République centrafricaine (RCA) et au Burkina Faso. En 2011, M. Douamba a fondé en RCA une organisation non gouvernementale appelée “Aimons Notre Afrique” (ANACOM). Cette organisation a bénéficié d'un financement de Lobaye Invest, qui a été associée au groupe Wagner. En 2022, Harouna Douamba a créé le Groupe Panafricain pour le Commerce et l'Investissement (GPCI) au Burkina Faso. Le GPCI a été impliqué dans des opérations d'influence clandestines. Les réseaux de désinformation de Harouna Douamba ont été démantelés par Meta en mai 2021 et, plus tard, en mai 2023. Néanmoins, les groupes de désinformation liés au GPCI sont toujours actifs et mènent des campagnes de désinformation structurées et coordonnées, en recourant à un vaste réseau de chaînes d'information. Ces campagnes visent en particulier la France, y compris au moyen d'accusations de conspiration, de terrorisme, d'opérations de déstabilisation ou de préparation de coups d'État à l'encontre de l'Union ou de ses États membres. Par conséquent, Harouna Douamba soutient et met en œuvre des actions ou des politiques du gouvernement de la Fédération de Russie qui compromettent ou menacent la démocratie, l'état de droit, la stabilité ou la sécurité d'un État membre ou d'un pays tiers en organisant et en dirigeant l'utilisation de la manipulation coordonnée de l'information et de l'ingérence, et en participant, directement ou indirectement, à une telle utilisation, en la soutenant et en la facilitant de quelque autre manière.
