African Initiative is a news agency that operates on the African continent. It has been involved in spreading Russian propaganda and disinformation against the West, and has hired journalists and influencers for the purpose of spreading Russian propaganda. It has also organised press tours for African journalists in the illegally occupied territories of Ukraine, during which pro-Russian narratives about the war were spread. African Initiative has also organised events serving the interests of the Government of the Russian Federation, including by facilitating access to mineral resources. Therefore, African Initiative is responsible for or supporting actions and policies by the Government of the Russian Federation which undermine or threaten democracy, the rule of law, stability and security in the Union or in one or several of its Member States or in a third country by planning, directing, engaging in, directly or indirectly, supporting or otherwise facilitating the use of coordinated information manipulation and interference.

Elle a été impliquée dans la diffusion de propagande et de désinformation russes contre l’Occident, et a recruté des journalistes et des influenceurs en vue de diffuser de la propagande russe. Elle a également organisé des visites de presse pour des journalistes africains dans les territoires ukrainiens illégalement occupés, au cours desquelles des discours pro-russes sur la guerre ont été diffusés. En outre, African Initiative a organisé des événements au service des intérêts du gouvernement de la Fédération de Russie, notamment par la facilitation de l’accès aux ressources minérales. Par conséquent, “African Initiative” est responsable d’actions et de politiques du gouvernement de la Fédération de Russie qui compromettent ou menacent la démocratie, l’état de droit, la stabilité et la sécurité de l’Union ou d’un ou plusieurs de ses États membres ou d’un pays tiers ou soutient de telles actions ou politiques, en organisant ou en dirigeant l’utilisation de la manipulation coordonnée de l’information et de l’ingérence, ou en participant, directement ou indirectement, à une telle utilisation, en la soutenant et en la facilitant de toute autre manière.
