Evgenia Sergeevna NIKOLAEVA

Evgenia Nikolaeva has been a judge at the Basmanny District Court in Moscow since 2016. She has issued a number of rulings against political opponents (including Alexei Navalny, Ilia Yashin and Vladimir Kara-Murza), thereby contributing to political repression in Russia. In October 2023, she sent Alexei Navalny’s lawyers Alexey Liptser and Igor Sergunin to pre-trial detention for 2 months. Previously, she had repeatedly made life difficult for political prisoners, including by extending the terms of detention in pre-trial detention centre for the former head of Alexei Navalny’s headquarters in Ufa, Lilia Chanysheva. Evgenia Nikolaeva also refused to address complaints about the inaction of the Investigative Committee of the Russian Federation on the allegation of Alexei Navalny’s poisoning. In her position, Evgenia Nikolaeva is therefore responsible for serious human rights violations in Russia, including arbitrary arrests or detentions and the violation of freedom of opinion and expression which is of serious concern as regards the objectives of the common foreign and security policy set out in Article 21 TEU.

Evgenia Nikolaeva est juge au tribunal de district de Basmanniy à Moscou depuis 2016. Elle a rendu un certain nombre de décisions à l’encontre d’opposants politiques (dont Alexeï Navalny, Ilia Iachine et Vladimir Kara-Murza), contribuant ainsi à la répression politique en Russie. En octobre 2023, elle a envoyé Alexeï Liptser et Igor Sergunin, avocats d’Alexeï Navalny, en détention provisoire pendant deux mois. Auparavant, elle avait à plusieurs reprises rendu difficile la vie de prisonniers politiques, y compris en prolongeant les durées de détention en centre de détention provisoire pour l’ancien chef du quartier général d’Alexeï Navalny à Ufa, Lilia Tchanycheva. Evgenia Nikolaeva a également refusé de traiter les plaintes relatives à l’inaction du comité d’enquête de la Fédération de Russie concernant l’allégation d’empoisonnement d’Alexeï Navalny. À ce titre, Evgenia Nikolaeva est donc responsable de graves violations des droits de l’homme en Russie, y compris d’arrestations ou de détentions arbitraires, ainsi que de violation de la liberté d’opinion et d’expression, ce qui suscite de graves préoccupations au regard des objectifs de la politique étrangère et de sécurité commune énoncés à l’article 21 du TUE.
