Ahmad Mahmood Hassan is a senior leader of the Allied Democratic Forces (ADF), a non-governmental armed group operating in Uganda and the Eastern DRC. He has been identified as holding key responsibilities in the ADF, including command of a camp, training of recruits, production of bombs, online outreach and rapprochement with ISIL (Da’esh). Owing to his senior leading position within the ADF and his direct involvement in the planning and conduct of ADF attacks, Ahmad Mahmood Hassan is therefore involved in planning, directing or committing acts that constitute serious human rights violations or abuses in the DRC. He is also responsible for sustaining the armed conflict, instability and insecurity in the DRC. The ADF sustains the armed conflict, instability and insecurity in the DRC (particularly in the Ituri and North Kivu provinces) and is responsible for serious human rights abuses in that country, in particular through attacks against civilians, killings and abductions, such as the attacks in March 2023 in southern and south-east Beni territory killing more than 80 civilians and abducting more than 20 others. In addition, Ahmad Mahmood Hassan has been directly involved in the planning and conduct of ADF attacks, including a bombing in the small town of Kasindi (Beni territory) on 15 January 2023 and a bomb attack in Goma on 7 April 2022 which killed six persons and injured sixteen others.

Ahmad Mahmood HASSAN a été inscrit sur la liste le 20 février 2024 en application des dispositions énoncées aux alinéas b), e) et h) du paragraphe 7 de la résolution 2293 (2016) et du paragraphe 3 de la résolution 2641 (2022), telles que réaffirmées au paragraphe 2 de la résolution 2688 (2023). Ahmad Mahmood HASSAN dirige une unité des Forces démocratiques alliées (ADF), entité visée par des sanctions et groupe armé étranger opérant en RDC. En tant que dirigeant des ADF, Ahmad Mahmood HASSAN assure le commandement et le contrôle effectifs des combattants du groupe. Ahmad Mahmood HASSAN contribue, en les planifiant, en les dirigeant ou en les commettant, à des actes constituant de graves violations des droits de l'homme ou de graves atteintes à ces droits en RDC. Il est également responsable d'entretenir le conflit armé, l'instabilité et l'insécurité en RDC. Ahmad Mahmood HASSAN participe à la production et à la fabrication d'engins explosifs improvisés en RDC, ainsi qu'à la préparation d'attaques aux engins explosifs improvisés dans le pays, ou commandite de telles attaques, s'en rend complice, y prend part ou les appuie de quelque manière que ce soit. En ce qui concerne l'alinéa b) du paragraphe 7 de la résolution 2293 (2016), le Groupe d'experts sur la RDC a indiqué dans son rapport final de 2021 qu'Ahmad Mahmood HASSAN, “commandant d'un camp à Irungu et Mwalika, recevait de nouvelles recrues auxquelles il dispensait une formation militaire et idéologique”. Il est donc également responsable d'entretenir le conflit armé, l'instabilité et l'insécurité en RDC. En ce qui concerne l'alinéa e) du paragraphe 7 de la résolution 2293 (2016), Ahmad Mahmood HASSAN a directement participé à la planification et à la conduite d'attaques menées par les ADF, notamment d'une attaque perpétrée le 16 juin 2023 contre l'école secondaire de Lhubiriha (Ouganda), d'un attentat à la bombe commis le 15 janvier 2023 dans la petite ville de Kasindi (territoire de Beni) et d'un attentat à la bombe perpétré le 7 avril 2022 à Goma, qui a fait six morts et seize blessés. Ahmad Mahmood HASSAN est l'un des principaux commanditaires des attentats perpétrés sur le sol ougandais, à savoir l'attentat commis à Mpondwe le 16 juin 2023 (42 civils tués), et celui perpétré au parc national Queen Elizabeth le 17 octobre 2023 (trois civils tués). Selon des sources congolaises et ougandaises, il a directement entraîné et dirigé depuis la RDC les membres des commandos responsables de ces attaques, notamment MUSA KAMUSI, le commandant des ADF. Aux côtés du haut dirigeant MEDDIE NKALUBO, Ahmad Mahmood HASSAN est, depuis 2023, à l'origine de la planification de plusieurs attaques de grande ampleur menées par les ADF sur le territoire ougandais. Dans la soirée du 7 avril 2022, une explosion s'est produite dans un bar du quartier Mabanga Sud de Goma, également connu sous le nom de camp militaire de Katindo. Six personnes ont été tuées et au moins seize blessées. Les éléments recueillis sur place par le Groupe d'experts des Nations unies, corroborés par des informations reçues des FARDC, de médecins légistes, de témoins et des ADF, indiquent que l'explosion a été provoquée par un gilet explosif que portait une femme, qui a trouvé la mort dans l'attaque. Trois collaborateurs des ADF et trois sources des services de renseignement ont indiqué que l'attaque avait été planifiée par les ADF, qui s'étaient appuyées sur leur réseau de collaborateurs à Goma. Au moins trois individus, identifiés sous les noms de “Hassan”, “Yusuf” et “Masika”, faisaient partie de ce réseau et avaient reçu des instructions de Meddie Nkalubo et d'Abwakasi (HASSAN). Il s'agit de la première attaque documentée des ADF à Goma impliquant un engin explosif improvisé.Dans le rapport final qu'il a publié en 2023 sur la RDC, le Groupe d'experts des Nations unies a également indiqué que la décision finale concernant les lieux et les dates des attentats aux engins explosifs improvisés avait été prise par HASSAN, qui avait ordonné que ces attaques fassent le plus grand nombre de victimes possible. En tant que dirigeant des ADF et en raison de sa participation directe à la planification et à la conduite d'attaques perpétrées par ce groupe, Ahmad Mahmood HASSAN contribue donc, en les planifiant, dirigeant ou commettant, à des actes constituant de graves violations des droits de l'homme ou de graves atteintes à ces droits en RDC.En ce qui concerne l'alinéa h) du paragraphe 7 de la résolution 2293 (2016), le Groupe d'experts des Nations unies sur la RDC a indiqué dans son rapport final de 2021 qu'Ahmad Mahmood HASSAN, commandant d'un camp à Irungu et Mwalika, recevait de nouvelles recrues auxquelles il dispensait une formation militaire et idéologique.
