Anatolii PRIZENKO

Anatolii Prizenko is a Moldovan businessman working for the Oriflame Cosmetics S.A. company. In late October 2023, he coordinated the dispatch of several Moldovan citizens to France, where they painted stars of David on the streets in exchange for financial compensation. That operation was widely reported by the media and had a significant destabilising effect, in the context of the conflict between Israel and Hamas following the attacks on 7 October 2023. The images of that operation were first spread by the Recent Reliable News media network, which is associated with the Government of the Russian Federation and used by Russian actors to conduct disinformation campaigns. Anatolii Prizenko publicly took responsibility for his role as the organiser of that operation. According to media reports, that destabilising operation was carried out for the benefit of the Russian military intelligence service, the GRU, and aimed at fuelling tensions in French society. Therefore, Anatolii Prizenko is responsible for, implementing, supporting or benefiting from actions or policies of the Government of the Russian Federation which undermine or threaten the stability in a Member State and therefore, in the Union by planning, directing, or engaging in, directly or indirectly, the use of coordinated information manipulation and interference.

À la fin du mois d’octobre 2023, il a coordonné l’envoi de plusieurs citoyens moldaves en France, où ils ont peint des étoiles de David dans les rues en échange d’une compensation financière. Cette opération a été largement relayée par les médias et a eu un important effet déstabilisateur dans le contexte du conflit opposant Israël et le Hamas à la suite des attaques du 7 octobre 2023. Les images de cette opération ont d’abord été diffusées par le réseau de médias Recent Reliable News, qui est associé au gouvernement de la Fédération de Russie et utilisé par des acteurs russes pour mener des campagnes de désinformation. Anatolii Prizenko a publiquement assumé la responsabilité de son rôle d’organisateur de cette opération. Selon les médias, cette opération de déstabilisation a été menée au profit du service de renseignement militaire russe (GRU) et visait à alimenter les tensions au sein de la société française. Par conséquent, Anatolii Prizenko est responsable d’actions ou de politiques du gouvernement de la Fédération de Russie qui compromettent ou menacent la stabilité d’un État membre et, partant, de l’Union, ou met en œuvre ou soutient de telles actions ou politiques ou en tire avantage en organisant et en dirigeant l’utilisation de la manipulation coordonnée de l’information et de l’ingérence, ou en participant, directement ou indirectement, à une telle utilisation.
