Dans ses rangs, les violences sexuelles et sexistes à l’égard des femmes sont répandues, en particulier dans le cadre du conflit syrien en cours. Les victimes ont signalé des viols violents et des actes de torture à la suite d’arrestations arbitraires et pendant des détentions arbitraires. La garde républicaine syrienne s’inscrit dans le cadre d’une approche systématique du régime syrien consistant à recourir à des violences sexuelles et sexistes pour réprimer et intimider la population syrienne, en particulier les femmes et les filles. La garde républicaine syrienne est dès lors responsable de graves violations des droits de l’homme en Syrie, y compris d’actes de torture et d’autres peines ou traitements cruels, inhumains ou dégradants, d’arrestations ou de détentions arbitraires ainsi que de violences sexuelles et sexistes généralisées.

The Syrian Republican Guard is the most capable, well-armed and advanced military unit in Syria. The Republican Guard is affiliated with the Syrian Arab Army and its primary directive is to protect the capital Damascus from external threats or aggressions, and as such it is the only Syrian military unit allowed to enter the capital. Several Republican Guard brigades and regiments and a division fall under Iranian influence. Estimates indicate that the Republican Guard is very well-armed and consists of about 10,000 soldiers distributed across several brigades. Republican Guard officers receive large shares of Syrian oil revenues to ensure their loyalty. Founded in the late 1970s following armed clashes between Hafez al-Assad’s regime and Muslim Brotherhood rebels in several cities most notably Hama and Aleppo. The Republican Guard dictate the rules and security relations between intelligence branches on the one hand, and citizens and the regime on the other. It is the official platform for coordinating paramilitary activity in Syria since 2011. The Syrian Republican Guard is placed under US sanctions.

تعد هذه الفرقة أقوى فرق الجيش السوري وأكثرها تسليحا وتطورا. مهمتها حماية العاصمة دمشق من أي تهديدات أو عدوان خارجي. يتألف الحرس الجمهوري من 10,000 جندي. وعدد من الألوية التي تتلقى تدريبات قوات النخبة. يتبع للقوات البرية العربية السورية. يقع ضمن النفوذ الإيراني وينضوي تحته فرقة وعدة ألوية وأفواج. أبرز فرق النخبة بالجيش السوري وأكثرها تسليحاً، ومهمته الأساسية حماية العاصمة دمشق من أي تهديدات داخلية أو خارجية، ولذلك فهو الوحدة العسكرية الوحيدة المسموح لها بدخول العاصمة. بعض التقديرات تُشير إلى أنه يتميز بتسليح قوي ويتكون من نحو عشرة آلاف جندي موزعين على عدة ألوية، ويتلقى ضباطه حصصاً مهمة من إيرادات النفط السوري لضمان ولائهم. يرجع تأسيسه إلى أواخر عقد السبعينيات من القرن العشرين إثر الصدامات المسلحة التي وقعت بين نظام حافظ الأسد ومعارضيه من جماعة الإخوان المسلمين في عدة مدن أبرزها حماة وحلب. تقوم بتحديد القواعد والعلاقات الأمنية الناظمة بين الأفرع من جهة وبين المواطن والنظام من جهة أخرى. كما يُعد الواجهة الرسمية لتنسيق العمل العسكري الميليشاوي في سورية بعد الثورة السورية. مدرجة في قوائم العقوبات الأمريكية. بحسب مركز كوار البحثي فهي ضالعة في تجارة المخدرات وتصدير حبوب الكبتاغون
