La Korea General Corporation for External Construction (KOGEN — société générale coréenne de construction à l’étranger) a fait savoir qu’elle utilisait des travailleurs de la RPDC pour des projets dans d’autres pays, notamment via le portail internet officiel de la RPDC, Naenara. La KOGEN participe ainsi au contournement des sanctions puisqu’elle viole la résolution 2397 (2017) du CSNU qui interdit le déploiement à l’étranger de travailleurs dont les salaires sont versés au gouvernement de la RPDC et pourraient être utilisés pour soutenir les programmes nucléaires et de missiles balistiques, et elle apporte un soutien financier aux programmes nucléaires et balistiques de la RPDC, étant donné qu’elle transfère au régime tout ou partie des salaires des travailleurs qu’elle envoie à l’étranger, pratique interdite par la résolution 2397 (2017) du CSNU.
