140 Repair Plant is part of the Belarussian State Authority for Military Industry of the Republic of Belarus (a.k.a. SAMI or State Military Industrial Committee), which is responsible for implementing the military-technical policy of the State and a subordinate to the Council of Ministers and President of Belarus. 140 Repair Plant is therefore benefitting from its association with and supporting the Lukashenka regime. The company manufactures transport vehicles and armoured vehicles, which have been deployed against peaceful demonstrations that took place in the wake of the presidential elections held on 9 Aug 2020, thus making the company responsible for the repression of civil society and democratic opposition.
