He has given statements on behalf of the RSF after large victories and is an important part of RSF operational planning. The RSF’s attacks in Darfur have put hundreds of thousands of civilians at risk due to intense fighting, lack of humanitarian access, and targeted violence toward civilians and human rights activists. In May and June 2023, representatives of civil society in El Geneina, West Darfur, faced targeted threats and killings by the RSF and allied militia. On August 4, 2023, gunmen in RSF uniforms also abducted and killed human rights activist and lawyer Ahmed Mohammed Abdullah and his colleague Adam Omer in Nyala, South Darfur. On June 14, 2023, the Governor of West Darfur, Khamis Abakar, was killed after being taken into custody by RSF fighters earlier that day. Videos on social media showed Abakar being forced into a building by RSF soldiers, followed by a second video hours later showing Abakar’s dead body and troops in RSF uniforms celebrating around it. Between May and November 2023, the RSF and its allied militia carried out at least 10 attacks against civilians in the West Darfur towns of El-Geneina and Ardamata, killing thousands of people and burying them in more than 13 mass graves. Women and girls were also reportedly raped and sexually abused during these attacks.’.

Osman Mohamed Hamid is a Major General in the Rapid Support Forces (RSF) and the Head of Operations of the RSF. He has therefore been in charge of the operations carried out by the RSF since the outbreak of the conflict between the Sudanese Armed Forces (SAF), the RSF and their allied armed groups, on 15 April 2023, as notably underscored by his presence on the battlefield in Jebel Aulia in November 2023. Osman Mohamed Hamid therefore holds a command responsibility in the continuation of fighting by the RSF and in the violations of international human rights law and of international humanitarian law committed by the RSF. He is responsible for large-scale attacks based on intersecting ethnicity and gender grounds, killings, torture, widespread sexual and gender-based violence, rape, sexual slavery, abduction, the recruitment and use of children in hostilities, and the obstruction of access to humanitarian aid for civilians in need. Osman Mohamed Hamid has therefore been directly involved in the perpetration by the RSF of acts that threaten the peace, stability and security of Sudan. He is also responsible for actions that constitute serious human rights violations and violations of international humanitarian law, and actions that directly undermine efforts to resume the political transition in Sudan.

Il a fait des déclarations au nom des Forces d’appui rapide après de grandes victoires et joue un rôle important dans la planification opérationnelle des Forces. Les attaques des Forces d’appui rapide au Darfour ont mis en danger des centaines de milliers de civils en raison de l’intensité des combats, du manque d’accès à l’aide humanitaire et de la violence ciblée contre les civils et les militants des droits humains. En mai et juin 2023, des représentants de la société civile à Geneina (Darfour occidental) ont fait l’objet de menaces et d’assassinats ciblés de la part des Forces d’appui rapide et de milices alliées. Le 4 août 2023, des hommes armés portant des uniformes des Forces d’appui rapide ont également enlevé et tué le militant des droits humains et avocat Ahmed Mohammed Abdullah et son collègue Adam Omer à Nyala (Darfour méridional). Le 14 juin 2023, le Gouverneur du Darfour occidental, Khamis Abakar, a été tué après avoir été arrêté par des combattants des Forces d’appui rapide plus tôt dans la journée. Des vidéos diffusées sur les médias sociaux montrent Abakar contraint par des soldats des Forces d’appui rapide de pénétrer dans un bâtiment; quelques heures plus tard, un second enregistrement vidéo montre le cadavre d’Abakar entouré de soldats en uniforme des Forces d’appui rapide en train de célébrer. Entre mai et novembre 2023, les Forces d’appui rapide et leurs milices alliées ont mené au moins 10 attaques contre des civils dans les villes de Geneina et d’Ardamata (Darfour occidental), tuant des milliers de personnes et les enterrant dans plus de 13 charniers. Des femmes et des jeunes filles auraient également été violées et victimes d’atteintes sexuelles au cours de ces attaques.

Il est donc responsable des opérations menées par les FSR depuis le début du conflit entre les forces armées soudanaises (FAS), les FSR et leurs groupes armés alliés, le 15 avril 2023, comme l'a notamment mis en évidence sa présence sur le champ de bataille à Djebel Aulia en novembre 2023. Il est également responsable d'actions qui constituent de graves violations des droits de l'homme et du droit international humanitaire, ainsi que d'actions qui compromettent directement les efforts visant à relancer la transition politique au Soudan.
