Petr Pavlovich Serkov est le premier vice-président de la Cour suprême de la fédération de Russie. À ce titre, il a confirmé le verdict contre l'opposant politique Alexeï Navalny en 2018. En conséquence, Alexeï Navalny a été condamné et emprisonné dans une colonie pénitentiaire de haute sécurité afin de l'empêcher d'exercer une activité politique. Le placement d'Alexeï Navalny dans une colonie pénitentiaire s'est soldé par sa mort. Par conséquent, Petr Pavlovich Serkov est responsable de graves violations des droits de l'homme en Russie, y compris d'actes de torture et d'autres peines ou traitements cruels, inhumains ou dégradants, de détentions arbitraires, ainsi que de la violation systématique de la liberté d'opinion et d'expression
