Function: Chairman of the Board of the All-Russian public-state movement of children and youth “Movement of the First”

Grigory Gurov is the Chairman of the Board of the “Movement of the First”, a state-led youth organisation in Russia, since 16 December 2022. The organisation was created at the initiative of President of the Russian Federation Vladimir Putin to provide educational activities, including of a militarised nature, for children between the ages of 6 to 18, based on “traditional Russian spiritual and moral goals”. The children who are members of the movement have meetings with soldiers who have fought in Russia’s war of aggression against Ukraine, send cards and letters of support to soldiers and also prepare equipment to be used on the battlefield, and learn how to handle drones. Additionally, the Movement has organised war games for the children, which replicate and simulate battle situations. These activities are undertaken in all Russian regions as well as in illegally annexed Crimea, and the illegally occupied territories of Ukraine of Donetsk, Luhansk, Kherson and Zaporizhzhia regions. Through its various programmes, the Movement is therefore reeducating Ukrainian children, including those deported to Russia illegally. In taking on and acting in this capacity, he is supporting and implementing actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.

Grigory Gurov est le président du conseil d’administration du Mouvement des premiers, une organisation de jeunesse étatique russe, depuis le 16 décembre 2022. Cette organisation a été créée à l’initiative du président Vladimir Poutine de la Fédération de Russie pour proposer des activités éducatives, notamment de nature militarisée, aux enfants âgés de 6 à 18 ans, fondées sur “des objectifs spirituels et moraux traditionnels russes”. Les enfants qui sont membres du mouvement rencontrent les soldats ayant combattu dans la guerre d’agression menée par la Russie contre l’Ukraine, envoient des cartes postales et des lettres de soutien aux soldats et, en outre, préparent des équipements destinés à être utilisés sur le champ de bataille et apprennent à manipuler des drones. De surcroît, le mouvement a organisé des jeux de guerre pour les enfants, qui reproduisent et simulent des situations de combat. Ces activités sont menées dans toutes les régions russes ainsi qu’en Crimée illégalement annexée et dans les territoires ukrainiens illégalement occupés des régions de Donetsk, Louhansk, Kherson et Zaporijjia. Par ses différents programmes, le mouvement rééduque ainsi les enfants ukrainiens, notamment ceux qui ont été déportés illégalement vers la Russie. En assumant cette fonction et en agissant en cette qualité, Grigory Gurov soutient et met en œuvre des actions et des politiques qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine.
