Alexander Shokhin is the president of the Russian Union of Industrialists and Entrepreneurs (RSPP) – a lobby group, which promotes the interests of business in Russia. He also chairs the Coordinating Council on Import Substitution and Technological Independence of RSPP. He is former Deputy Chairman of Mechel PAO’s Board of Directors – one of the leading Russian mining and metals companies, which generates a source of revenue for the Government of the Russian Federation. After the annexation of Crimea by Russia, Shokhin publicly expressed a need to direct more Russian investment to Crimea in order to override a possible economic blockade by the West. On 24 February 2022, Shokhin attended a meeting of leading businesspersons at the Kremlin with the President of the Russian Federation Vladimir Putin to discuss the impact of the course of action in the wake of Western sanctions. The fact that he was invited to attend that meeting shows that he is a member of the inner circle of leading businesspersons close to the President of the Russian Federation Vladimir Putin and that he is supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine. It also shows that he is one of the leading businesspersons involved in economic sectors providing a substantial source of revenue to the Government of Russia, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.

Alexander Shokhin est le président de l’Union russe des industriels et entrepreneurs (RSPP), un groupe de pression qui promeut les intérêts des entreprises en Russie. Il préside également le Conseil de coordination sur la substitution aux importations et l’indépendance technologique de la RSPP. Il est l’ancien vice-président du conseil d’administration de Mechel PAO, l’une des principales entreprises sidérurgiques et minières russes, qui génère une source de revenus pour le gouvernement de la Fédération de Russie. Après l’annexion de la Crimée par la Russie, Shokhin a publiquement exprimé la nécessité d’orienter davantage d’investissements russes vers la Crimée afin d’éviter un éventuel blocus économique de l’Occident. Le 24 février 2022, Shokhin a participé à une réunion de femmes et d’hommes d’affaires influents au Kremlin avec le président de la Fédération de Russie Vladimir Poutine pour discuter de l’incidence des choix à opérer à la suite des sanctions occidentales. Le fait qu’il ait été invité à participer à cette réunion montre qu’il fait partie du cercle rapproché des femmes et hommes d’affaires influents proches du président de la Fédération de Russie Vladimir Poutine et qu’il soutient ou met en œuvre des actions ou des politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine ainsi que la stabilité et la sécurité en Ukraine.
