As the leader of the MAI MAI YAKUTUMBA, one of the largest CNPSC militia, WILLIAM AMURI YAKUTUMBA is involved in planning, promulgating and supporting the militia’s activities. He has effective command and control over the militia’s combatants.

William Yakutumba is the Secretary-General and Commander of the Coalition Nationale du Peuple pour la Souverainité du Congo (CNPSC), a coalition of the so-called Mai-Mai militias in South Kivu province of the DRC. He is the founder and leader of one of the largest militias of that coalition, the Mai-Mai Yakutumba. The Mai-Mai Yakutumba contributes to the armed conflict, instability and insecurity in the DRC, in particular through violence and serious human rights abuses, including massacres of village populations, attacks on civilians, rapes and other acts of sexual violence. The Mai-Mai Yakutumba also controls gold mines in the Eastern DRC, together with CNPSC members who control the mining routes. They profit from the illicit exploitation of and trade in gold. The Mai-Mai Yakutumba uses profits gained through that trade to finance its armed activities. Owing to his leading position in the CNPSC and in the Mai-Mai Yakutumba militia, William Yakutumba is therefore involved in planning, directing or committing acts that constitute serious human rights violations or abuses in the DRC. He is also responsible for sustaining and exploiting the armed conflict, instability and insecurity in the DRC, including through the illicit exploitation and trade of natural resources.

Inscrit sur la liste en application des dispositions énoncées aux alinéas c), d), e) et g) du paragraphe 7 de la résolution 2293 (2016), telles que réaffirmées par le paragraphe 2 de la résolution 2688 (2023), William Amuri YAKUTUMBA s'est livré et continue de se livrer en RDC à des actes qui constituent des violations graves des droits humains ou des atteintes à ces droits et compromettent la paix et la sécurité du pays. William Amuri YAKUTUMBA abuse régulièrement de son pouvoir en tant que dirigeant militaire de la milice MAÏ-MAÏ YAKUTUMBA afin de compromettre la paix et la sécurité de la RDC, notamment en se livrant au commerce illicite et à l'exploitation de ressources naturelles, et en commettant des violations des droits humains dans le pays, notamment des viols, des viols à grande échelle et d'autres formes de violence sexuelle et fondée sur le genre. Il a planifié ou participé à la planification de plusieurs attaques sur le territoire de la RDC, dans les provinces du Sud-Kivu et du Nord-Kivu. Depuis 2021, la coalition MAÏ-MAÏ se livre à des affrontements avec le groupe armé Twigwaneho, attaquant des civils Banyamulenge. Plusieurs attaques lancées en octobre 2021 dans des villages situés aux alentours de Bibokoboko ont provoqué la mort d'une trentaine de civils Banyamulenge, dont des femmes et des enfants, et entraîné des déplacements massifs. En 2021, la milice MAÏ-MAÏ YAKUTUMBA a pris le contrôle des mines d'or de Makungu, Kuwa et Mitondo, situées à proximité de la ville de Misisi, ainsi que de la production et du commerce de l'or qui en provenait. En février 2023, William Amuri YAKUTUMBA a été démis de ses fonctions à la tête de la Coalition nationale du peuple pour la souveraineté du Congo en raison d'un désaccord avec la direction politique de la Coalition concernant sa décision unilatérale de se rendre au Nord-Kivu pour y combattre le M23. Son nom figure dans le rapport final de 2023 publié par le Groupe d'experts des Nations unies sur la RDC (voir l'annexe 73, qui porte sur les répercussions de la crise du M23 sur le Sud-Kivu).
