Ismaël WAGUÉ

Colonel-Major Ismaël Wagué is a key member of Colonel Assimi Goïta’s inner circle and was one of the main actors responsible for the 18 August 2020 coup, alongside Colonel Goïta, Colonel Sadio Camara, Colonel Modibo Koné and Colonel Malick Diaw. On 19 August 2020, he announced that the army had taken power, and he then became spokesperson for the National Committee for the Salvation of the People (Comité national pour le salut du peuple, CNSP). Ismaël Wagué is therefore responsible for actions that threaten the peace, security and stability of Mali. As Minister for Reconciliation in the Transition Government since October 2020, Ismaël Wagué was in charge of the implementation of the Agreement for Peace and Reconciliation in Mali. Through his statement in October 2021 and his perpetual disagreements with the members of the Permanent Strategic Framework (Cadre Stratégique Permanent, CSP), he contributed to the blocking of the Monitoring Committee of the Agreement for Peace and Reconciliation in Mali (Comité de suivi de l’accord, CSA), which led to the suspension of CSA meeting from October 2021 to September 2022. That situation obstructed the implementation of that Agreement, which was one of the “missions” of the political transition of Mali, as provided for in Article 2 of the Transition Charter. On 25 January 2024, the Transition Government denounced the Agreement for Peace and Reconciliation in Mali and declared its immediate termination. Since that date, there has been a significant increase in the authoritarian constraints imposed by the Transition Government. The Economic Community of West African States (ECOWAS) adopted individual sanctions against the Transition Authorities (including Ismaël Wagué) in November 2021 for their delay in organising the elections and the completion of the political transition of Mali. On 3 July 2022, ECOWAS decided to maintain those individual sanctions. Ismaël Wagué is therefore responsible for actions that threaten the peace, security and stability of Mali, and is obstructing and undermining the successful completion of the political transition of Mali.

Le colonel-major Ismaël Wagué est un membre clé du cercle rapproché du colonel Assimi Goïta et a été l’un des principaux acteurs responsables du coup d’État du 18 août 2020 aux côtés du colonel Goïta, du colonel Sadio Camara, du colonel Modibo Koné et du colonel Malick Diaw. En tant que ministre de la réconciliation du gouvernement de transition depuis octobre 2020, Ismaël Wagué était responsable de la mise en œuvre de l’accord pour la paix et la réconciliation au Mali. Par la déclaration qu’il a prononcée en octobre 2021 et par ses désaccords perpétuels avec les membres du Cadre stratégique permanent (CSP), il a contribué au blocage du comité de suivi de l’accord pour la paix et la réconciliation au Mali (Comité de suivi de l’accord, CSA), ce qui a entraîné une suspension de la réunion du CSA d’octobre 2021 à septembre 2022. Cette situation a entravé la mise en œuvre dudit accord, qui était l’une des “missions” de la transition politique du Mali, comme le prévoit l’article 2 de la charte de la transition. Le 25 janvier 2024, le gouvernement de transition a dénoncé l’accord pour la paix et la réconciliation au Mali et a prononcé sa résiliation immédiate. Depuis cette date, les contraintes autoritaires imposées par le gouvernement de transition ont considérablement augmenté. La Communauté économique des États de l’Afrique de l’Ouest (CEDEAO) a adopté en novembre 2021 des sanctions individuelles à l’encontre des autorités de transition (y compris Ismaël Wagué) au motif qu’elles ont retardé l’organisation des élections et l’achèvement de la transition politique du Mali. Le 3 juillet 2022, la CEDEAO a décidé de maintenir ces sanctions individuelles. Ismaël Wagué est donc responsable des activités faisant peser une menace sur la paix, la sécurité ou la stabilité au Mali, et fait obstacle et porte atteinte au parachèvement de la transition politique du Mali.
