In the Annex XXVI (p. 103) of the UN Panel of Experts report, two phone numbers are listed in a handwritten letter by the captain of Chong Chon Gang to the Panamanian authorities. The wording in the letter is not completely clear and is as follows (in all uppercase letters): "TO: PANAMA AUTHORITY, CC: ALL CONCERENED PARTIES, REQUEST, MASTER AND CREW REQUIRE TO CONTACT WITH OWNER OF CHONG CHON GANG SHIPPING COMPANY IN PYONGYANG D.P.R. KOREA AND OWNER'S OPERATING COMPANY IN VLADIVOSTOK RUSSIA IN DIRECTLY BY INTERNATIONAL TELEPHONE. MASTER AND CREW WANT TO YOUR KIND CO-OPERATION. PHONE NUMBER AS FOLLOWS: OWNER'S OPERATING CO. IN RUSSIA, MR. HAN, 007 4232 748 369, 007 4232 703 208, [illegible signature] MASTER MV. CHONG CHON GANG, 05. AUG. 2013" [sic]. "According to Russian authorities, OMM was officially registered until 2010 at the address 43 Lugovaya Street, Apartment 39, Vladivostok, but has not operated in the Russian Federation after 2010"
