كان مدير منظمة البناء الحكومية "مؤسسة الإسكان العسكري" لأكثر من ٣ عقود، والتي تمكن خلال التسعينيات من استثمار مشاريعها لصالح شركته الخاصة (يلقب بـ امبراطور الانشاءات). حقق ثروة كبيرة من صفقات البناء والمقاولات في سورية التي كانت تنطوي على المشاريع الضخمة التي تمولها دول عربية أخرى. كان ضالعا مع شقيقه ذو الهمة وأبناء أخيه عيسى في إنشاء شركات هربت نفط العراق أثناء الحصار من ١٩٩٢ وحتى ٢٠٠٣. يوم 24 حزيران عام 2011، فرض الاتحاد الأوروبي عليه عقوبات لتوفير التمويل للنظام لقمع المحتجين في الثورة السورية. فرضت عليه العقوبات الأوروبية في 23/06/2011. شملته العقوبات البريطانية في 24/06/2011

Riad Shalish has been the director of government-owned development company, the Military Housing Establishment, for more than three decades. Because of this, in the 1990s, Shalishg was able to invest in government projects for the benefit of his own private company. He is nicknamed the Construction Baron. Shalish made a fortune from construction and contracting deals in Syria that involved mega projects financed by other Arab countries. Along with his brother Dhu al-Himma, and his nephews (sons of his brother Issa), Riad Shalish founded companies that smuggled Iraqi oil during the embargo from 1992 to 2003. On 24 June 2011, the EU imposed sanctions on Shalish for financing the Assad regime and enabling it to suppress protesters in the Syrian revolution. Riad Shalish has been under EU sanctions since 23 June 2011.
