أصدرت وزارة التجارة الداخلية وحماية المستهلك القرار رقم /1588/، صادقت فيه على النظام الأساسي لـ شركة بنا للتطوير . وغاية الشركة استثمار وإقامة المشاريع التجارية، والخدمية، والسياحية، والصناعية. وشريكة مؤسسة في شركة مرجان للاستثمارات السياحية وتمتلك 425,000 حصة في الشركة، بنسبة 8.5%، وشريكة مؤسسة في شركة إعمار شام وتمتلك 24,500,000 حصة في الشركة، بنسبة 49 وشريكة مؤسسة في شركة بيلسان للإدارة والإطعام وتمتلك 19,500 حصة في الشركة، بنسبة 39%
