DescriptionIn June 2024, USA imposed sanctions on four LNG tankers, "Sergei Witte" (IMO: 9904687), "Alexey Kosygin" (IMO: 9904546), "Pyotr Stolypin" (IMO: 9904675), and "Zvezda 044" (IMO: 9904699), which are still under construction, as part of restrictions on russia's future revenues from liquefied natural gas. It was determined that the tankers are operated by the sanctioned russian company PJSC Sovcomflot. PJSC Sovcomflot is the largest state-owned shipping company in russia, a key company for servicing and supporting offshore hydrocarbon production, transportation of russian oil, oil products, and liquefied gas amid the application of sanctions restrictions to russia after its full-scale invasion of Ukraine. · Since August 2024, "Alexey Kosygin" has been owned by the sanctioned russian company Novatek, russia's largest independent gas producer, engaged in the exploration, production, processing and sale of natural gas and liquid hydrocarbons. · The main charterers of Sovcomflot vessels are the largest oil and gas companies and traders in russia. "Sovcomflot is involved in servicing major oil and gas projects in russia: "Sakhalin-1", "Sakhalin-2", "Varandey", "Prirazlomnoye", "Novy Port", "Yamal LNG", and others. · The services provided by Sovcomflot are a significant source of income for the russian federation, as more than 70% of russia's revenues come from the sale of energy, which allows it to finance its war against Ukraine.[sources]
