Le ministère de l’industrie et du commerce est l’organisme exécutif fédéral chargé de l’élaboration de la politique de l’État et de la réglementation juridique, entre autres, dans le domaine du complexe militaro-industriel, des activités spatiales et du développement des technologies aéronautiques. Le ministère supervise l’industrie russe de l’armement et de la défense et joue un rôle crucial dans l’acquisition des équipements militaires utilisés dans la guerre d’agression menée par la Russie contre l’Ukraine. En sa qualité de vice-ministre de l’industrie et du commerce, Oleg Bocharov est responsable d’actions et activités du ministère qui compromettent et menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine et il est une personne physique soutenant le gouvernement de la Fédération de Russie, qui est responsable de l’annexion de la Crimée et de la déstabilisation de l’Ukraine.
