The Institute for Internet Development is an autonomous non-profit organisation, which is included in the Russian registry of socially oriented non-profit organisations. The Institute for Internet Development was created with the support of the Russian presidential administration in 2015 and receives several billions of rubles from the Russian state each year. In 2020, the Russian Ministry of Education and Science became one of the co-founders of the Institute for Internet Development, which has the goal of “the production and placement of content on the Internet, aimed at strengthening civic identity and spiritual and moral values among young people”. This illustrates that the Institute for Internet Development is under the direct influence of the Russian Government. The Institute for Internet Development funds projects in the audio-visual sector, such as TV series, videogames and movies which support Russia’s war of aggression against Ukraine. Its budget consistently grew since the beginning of Russia’s full-scale invasion of Ukraine in February 2022. To that end, the Institute for Internet Development is an essential element of the Kremlin’s propaganda about the war in Ukraine and therefore supports and implements actions which undermine Ukraine’s territorial integrity, sovereignty and independence. Due to the funding and budget received from the Russian Government, the Institute for Internet Development furthermore benefits financially from the Russian Government, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.

L'Institut pour le développement de l'internet a été créé avec le soutien de l'administration présidentielle russe en 2015 et reçoit chaque année plusieurs milliards de roubles de l'État russe. En 2020, le ministère russe de l'éducation et des sciences est devenu l'un des cofondateurs de l'Institut pour le développement de l'internet, qui vise “à la création et à la promotion de contenus sur l'internet visant à renforcer l'identité civique et les valeurs spirituelles et morales chez les jeunes”. Cela témoigne du fait que l'Institut pour le développement de l'internet est sous l'influence directe du gouvernement russe. L'Institut pour le développement de l'internet finance des projets dans le secteur audiovisuel, tels que des séries télévisées, des jeux vidéo et des films qui soutiennent la guerre d'agression menée par la Russie contre l'Ukraine. Son budget a constamment augmenté depuis le début de l'invasion russe à grande échelle de l'Ukraine en février 2022. À cette fin, l'Institut pour le développement de l'internet est un élément essentiel de la propagande du Kremlin sur la guerre en Ukraine; il soutient et met donc en œuvre des actions qui compromettent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine.
