Larisa Falkovskaya is the director of the Department of State Policy for the Protection of Childrens' Rights of the Ministry of Education of the Russian Federation. In this role, she is involved in the illegal transportation of Ukrainian children to Russia and their adoption by Russian families. As director of the Department of State Policy for the Protection of Childrens' Rights of the Ministry of Education of the Russian Federation, Larisa Falkovskaya has facilitated the illegal transportation and illegal adoption of over 2,000 Ukrainian orphans. In various official public appearances, Larisa Falkovskaya has acted as the main spokesperson and coordinator for Russia’s illegal deportation scheme. Larisa Falkovskaya's actions violate the rights of Ukrainian children and infringe Ukrainian law and administrative order, she is therefore responsible for, supporting and implementing actions and policies which undermine the sovereignty and independence of Ukraine and stability and security in Ukraine.

Larisa Falkovskaya est la directrice du département de la politique d’État pour la protection des droits de l’enfant du ministère de l’éducation de la Fédération de Russie. À ce titre, elle est impliquée dans le transport illégal d’enfants ukrainiens vers la Russie et dans leur adoption par des familles russes. En tant que directrice du département de la politique d’État pour la protection des droits de l’enfant du ministère de l’éducation de la Fédération de Russie, Larisa Falkovskaya a facilité le transport illégal et l’adoption illégale de plus de 2000 orphelins ukrainiens. Lors de diverses apparitions publiques, Larisa Falkovskaya a agi comme la principale porte-parole et coordinatrice du programme illégal de déplacement forcé mené par la Russie. Par ses actes, Larisa Falkovskaya viole les droits des enfants ukrainiens et enfreint la loi et l’ordre administratif ukrainiens, elle est donc responsable d’actions et de politiques qui compromettent la souveraineté et l’indépendance de l’Ukraine, ainsi que la stabilité et la sécurité en Ukraine, et soutient et met en œuvre de telles actions et politiques.
