U Tayza Kyaw is a member of the Myanmar Armed Forces (Tatmadaw) and occupies various high-ranking positions, including Commander of the Northern Command and Commander of the Bureau of Special Operations No 1 (BSO 1). Since 1 January 2024, he is Commander of the Bureau of Special Operations No 3 (BSO 3), which is in charge of the operations of the Western Regional Military Headquarters and the Southern Regional Military Headquarters.
Prior to the coup of 1 February 2021, U Tayza Kyaw oversaw military operations in Kachin State, characterised by excessive use of force against ethnic minority groups and indiscriminate violence leading to the violation of civilians’ rights and their forced displacement. Since February 2021, U Tayza Kyaw has overseen the BSO 1, which has led several large-scale military operations in close cooperation with U Than Hlaing, whose responsibility for perpetrating excessive violence and human rights violations has been established. The preparation and subsequent launch of the “clearance operations” in the Sagaing and Magwe regions, within the purview of the BSO 1, displayed particularly excessive use of force as well as gender-based violence. He is therefore responsible for serious human rights violations in Myanmar/Burma as well as for engaging in actions that threaten the peace, security and stability of Myanmar/Burma.
Avant le coup d’État du 1er février 2021, U Tayza Kyaw supervisait les opérations militaires dans l’État Kachin, caractérisées par un recours excessif à la force contre des groupes ethniques minoritaires et par des violences aveugles conduisant à la violation des droits des civils et à leur déplacement forcé. Depuis février 2021, U Tayza Kyaw supervise le BSO 1, qui a mené plusieurs opérations militaires de grande ampleur en étroite coopération avec U Than Hlaing, dont la responsabilité des actes de violence excessive et des violations des droits de l’homme a été établie. La préparation puis le lancement d’“opérations de nettoyage” dans les régions de Sagaing et Magwe, lesquelles relèvent du BSO 1, ont donné lieu à un recours particulièrement excessif à la force ainsi qu’à des violences à caractère sexiste. U Tayza Kyaw est donc responsable de graves violations des droits de l’homme au Myanmar/en Birmanie ainsi que d’avoir participé à des actions qui menacent la paix, la sécurité et la stabilité au Myanmar/en Birmanie.
U Tayza Kyaw est membre des forces armées du Myanmar/de la Birmanie (Tatmadaw) et occupe divers postes de haut rang, y compris ceux de commandant du commandement Nord et de commandant du Bureau des opérations spéciales n°1 (BSO 1). Depuis le 1er janvier 2024, il est commandant du Bureau des opérations spéciales n°3 (BSO 3), qui est chargé des opérations du quartier général militaire régional Ouest et du quartier général militaire régional Sud.
