Le général Parviz Absalan est le chef adjoint du Corps des gardiens de la révolution islamique (IRGC) dans la province du Sistan-Baloutchistan. L'IRGC est un élément central des forces de sécurité iraniennes dans cette province, où il est également appelé “armée Salmane”. Les forces de sécurité de la province du Sistan-Baloutchistan ont recouru à la violence brutale contre des manifestants pacifiques lors du mouvement de manifestations à l'automne 2022, y compris contre des enfants. En tant que chef adjoint de l'IRGC dans la province du Sistan-Baloutchistan, Parviz Absalan est donc responsable de graves violations des droits de l'homme en Iran.
