Le Bureau de sécurité publique du Corps de production et de construction du Xinjiang (XPCC) est chargé de mettre en œuvre toutes les politiques du XPCC liées aux questions de sécurité, y compris la gestion des centres de détention. Le XPCC est une organisation gouvernementale économique et paramilitaire de la région autonome ouïgoure du Xinjiang (XUAR), qui exerce l’autorité administrative dans le Xinjiang et y contrôle les activités économiques. En tant qu’organisation chargée des politiques de sécurité au sein du XPCC, le Bureau de sécurité publique du XPCC est responsable de graves violations des droits de l’homme en Chine, en particulier de détentions arbitraires à grande échelle et de traitements dégradants dont ont été victimes des Ouïgours et des personnes appartenant à d’autres minorités ethniques musulmanes, ainsi que de violations systématiques de leur liberté de religion ou de conviction, liées, entre autres, à la mise en œuvre par le XPCC d’un programme de surveillance, de détention et d’endoctrinement à grande échelle ciblant les minorités ethniques musulmanes. Dans le cadre du programme précité, le XPCC utilise des Ouïgours et des personnes appartenant à d’autres minorités ethniques musulmanes comme main d’œuvre forcée, en particulier dans les champs de coton. En tant qu’organisation chargée des politiques de sécurité au sein du XPCC, le Bureau de sécurité publique du XPCC est responsable du recours systématique au travail forcé.
