Mikalai Mushkarou est le directeur adjoint du service du travail au centre de détention provisoire no 1 “Voldarka”. À ce titre, il est responsable du traitement inhumain des détenus, qui sont principalement des prisonniers politiques, y compris les passages à tabac, l’entassement et l’absence de traitements médicaux et d’installations sanitaires appropriés.
