Function: Commissioner for Human Rights in the Chechen Republic

Mansur Soltaev is the Commissioner for Human Rights of the Chechen Republic. In that capacity, he serves as a key government interlocutor, actively promoting official narratives. Mansur Soltaev is responsible for human rights violations, persecution of anti-war militants and the suppression of protests against the Russian mobilization of troops. He is also participating in the deportation of civilians of the so-called “Donetsk People’s Republic” and in the so-called “Luhansk People’s Republic”, including the deportation of Ukrainian children to military training camps in Chechnya. Mansur Soltaev’s actions violate the rights of Ukrainian children and infringe Ukraine’s law and administrative order. Therefore, Mansur Soltaev is responsible for supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.

Mansur Soltaev est le commissaire aux droits de l’homme de la République de Tchétchénie. À ce titre, il est un interlocuteur clé du gouvernement, et promet activement des récits officiels. Mansur Soltaev est responsable de violations des droits de l’homme, de persécutions à l’encontre de militants anti-guerre, et de la répression des manifestations contre la mobilisation des troupes en Russie. Il participe également à la déportation de civils de la soi-disant "République populaire de Donetsk" et de la soi-disant "République populaire de Louhansk", y compris d’enfants ukrainiens à destination de camps d’entraînement militaire en Tchétchénie. Par ses actes, Mansur Soltaev viole les droits des enfants ukrainiens et enfreint la loi et l’ordre administratif ukrainiens.
