Head of Russia’s Border Service and Deputy Director of the Federal Security Service (FSB) of the Russian Federation. The functionaries of the FSB’s Border Service of the Russian Federation under his command took part in systematic “filtration” operations and forced deportations of Ukrainians from the occupied territories of Ukraine. Russian border guards illegally subjected Ukrainian citizens to lengthy interrogations, searches and detentions. He is therefore responsible for, supporting and implementing actions and policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine, or which obstruct the work of international organisations in Ukraine.

Chef du service des frontières de la Russie et directeur adjoint du Service fédéral de la sécurité (FSB) de la Fédération de Russie.
