Andrei Lipov is the head of the Russian Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor). Therefore, Mr Lipov is responsible for actively supporting or implementing, actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.
