Willy Ngoma holds the leading position of spokesperson of the March 23 Movement/Congolese Revolutionary Army (Mouvement du 23 mars/Armée révolutionnaire du Congo – M23/ARC), a non-governmental armed group operating in the Eastern DRC. The M23/ARC contributes to the armed conflict, instability and insecurity in the DRC, in particular through violence and serious human rights abuses, including killings, attacks and sexual violence against civilians.

Inscrit sur la liste en application des dispositions énoncées aux alinéas c), e) et h) du paragraphe 7 de la résolution 2293 (2016), telles que réaffirmées par le paragraphe 2 de la résolution 2688 (2023), Willy NGOMA s'est livré et continue de se livrer à des actes qui compromettent la paix et la sécurité de la RDC. Dirigeant militaire du M23, il est également le porte-parole de cette milice congolaise, qui reçoit un appui extérieur à la RDC et entrave les processus de désarmement et de réintégration. Willy NGOMA joue donc un rôle majeur dans une entité désignée. Willy NGOMA abuse régulièrement de son pouvoir en tant que dirigeant militaire de l'entité désignée M23 pour compromettre la paix et la sécurité de la RDC. Il est le porte-parole militaire de l'entité désignée M23. En tant que tel, il est en partie responsable des crimes commis par le groupe (meurtres, enlèvements, pillages, recrutement d'enfants soldats, atteintes sexuelles, et commerce, exploitation minière et prélèvements de taxes illicites, et prolifération d'armes) et est directement responsable de la justification et de la promotion des nombreuses attaques perpétrées par le groupe contre des civils dans l'est de la RDC.
