The ADF contributes to the armed conflict, instability and insecurity in the DRC (particularly in the Ituri and North Kivu provinces), in particular through violence and serious human rights abuses, including attacks against civilians, killings and abduction. Owing to his senior leading position and various responsibilities in the ADF, Meddie Nkalubo is therefore involved in planning, directing or committing acts that constitute serious human rights violations or abuses in the DRC. He is also responsible for sustaining the armed conflict, instability and insecurity in the DRC. Meddie Nkalubo is a senior leader of the Allied Democratic Forces (ADF), a non-governmental armed group operating in Uganda, Rwanda and the Eastern DRC. He has been identified as holding various responsibilities in the ADF, including communication and propaganda, recruitment, fabrication of arms, and rapprochement with ISIL (Da’esh). Meddie Nkalubo has also been identified as the leading figure in charge of the ADF’s external operations, tasked with organising and overseeing its external financing and coordinating the flow of ISIL (Da’esh) funds towards the ADF.

Inscrit sur la liste en application des dispositions énoncées aux alinéas b), d), e) et h) du paragraphe 7 de la résolution 2293 (2016), telles que réaffirmées par le paragraphe 2 de la résolution 2688 (2023), Mohamed Ali NKALUBO s'est livré et continue de se livrer en RDC à des actes qui constituent des violations graves des droits humains ou des atteintes à ces droits et compromettent la paix et la sécurité du pays. Mohamed Ali NKALUBO joue un rôle majeur dans le groupe armé des ADF, une entité désignée. Abusant régulièrement de son pouvoir en tant que dirigeant militaire des ADF, une entité désignée, Mohamed Ali NKALUBO compromet la paix et la sécurité de la RDC et commet des violations des droits humains dans le pays. Il a planifié ou participé à la planification de plusieurs attaques sur le territoire de la RDC. Le 15 janvier 2023, un engin explosif appartenant aux ADF a explosé dans l'église pentecôtiste de Kasindi, à 56 km au sud-est de la ville de Beni (province du Nord-Kivu). L'explosion, qui s'est produite pendant un office religieux, a tué au moins 13 civils et en a blessé plus de 76. Les 2 et 3 avril 2023, les ADF ont mené une série d'attaques près de la frontière entre les territoires de Mambasa et d'Irumu (province de l'Ituri), qui ont fait au moins 31 morts parmi les civils. Le 7 avril 2023, au cours d'une embuscade, des éléments des ADF ont tué au moins 24 civils (14 hommes et 10 femmes) dans le village de Musamdaba près d'Enebuela, à 25 km au nord-ouest de la ville de Beni. Le 11 avril 2023, une patrouille de la MONUSCO est tombée dans une embuscade des ADF alors qu'elle se rendait sur les lieux d'une attaque signalée à Mabelenga (province de l'Ituri). En tant que coordonnateur des opérations extérieures des ADF, Mohamed Ali NKALUBO encadre les réseaux de logistique et de facilitation de ce groupe. Depuis 2021, Mohamed Ali NKALUBO transfère à des agents des ADF des fonds destinés à appuyer des opérations dans la région des Grands Lacs. Principal responsable de la fabrication d'engins explosifs pour le groupe, il a formé le kamikaze qui a commis l'attentat de Katindo le 7 avril 2022.
