He leads, in particular, the Maccabé group (formerly known as the Commando de recherche et d’action en profondeur (CRAP)) of the FDLR-FOCA.

En tant que dirigeant des FDRL, il assure le commandement et le contrôle effectifs des combattants de ce groupe. Protogène RUVUGAYIMIKORE a été inscrit le 25 octobre 2023 en application des dispositions énoncées aux alinéas b), e) et h) du paragraphe 7 de la résolution 2293 (2016), telles que réaffirmées par le paragraphe 2 de la résolution 2688 (2023). Protogène RUVUGAYIMIKORE participe à la planification, à la direction et à la perpétration en RDC d'actes constituant des violations graves des droits humains et des atteintes à ces droits en RDC. Il entretient également le conflit armé, l'instabilité et l'insécurité en RDC. Protogène RUVUGAYIMIKORE dirige une unité des Forces démocratiques de libération du Rwanda, entité visée par des sanctions, et agit pour le compte de personnes désignées.
