Head of the Rear Support Department at the Ministry of Internal Affairs of Belarus, former Deputy Head of the Penal Correction Department of the Ministry of Internal Affairs
In his former position as Deputy Head of the Penal Correction Department of the Ministry of Internal Affairs that has authority over detention facilities, Andrei Dailida was responsible for the inhumane and degrading treatment, including torture, inflicted on citizens who participated in peaceful protests and were detained in those detention facilities in the wake of the 2020 presidential election, in line with the address of Lukashenka to officers of the Interior Ministry. In his position, he bears responsibility for detention conditions in Belarusian prisons, including the categorization of prisoners, corresponding to different kinds of ill-treatment and torture the detainees are subject to, such as verbal abuse, punitive isolation, deprivation of calls and visits, mutilation, beatings and brutal torture. For his work as Deputy head of the Penal Correction Department of the Ministry of Internal Affairs, he received, in Dec 2020, the Presidential Order for service to the Motherland and has therefore benefitted from the Lukashenka regime. He is therefore responsible for serious human rights violations and for the repression of civil society and democratic opposition. He remains active in the Lukashenka regime as Head of the Rear Support Department at the Ministry of Internal Affairs of Belarus.
Dans ses anciennes fonctions d’adjoint au chef du département de l’application des peines du ministère de l’intérieur qui a autorité sur les centres de détention, Andreï Daïlida a été responsable des traitements inhumains et dégradants, comprenant de la torture, infligés à des citoyens ayant participé à des manifestations pacifiques et qui ont été incarcérés dans ces lieux de détention à la suite du scrutin présidentiel de 2020, conformément aux directives de Loukachenka à l’intention des agents du ministère de l’intérieur. À son poste, il porte une responsabilité dans les conditions de détention dans les prisons biélorusses, avec notamment le classement des détenus dans des catégories correspondant à différents types de mauvais traitements et de tortures auxquels les soumettre, tels que des violences verbales, des isolements punitifs, la privation d’appels et de visites, des mutilations, des passages à tabac et des tortures brutales. En tant qu’adjoint au chef du département de l’application des peines du ministère de l’intérieur, il a été décoré, en décembre 2020, de l’ordre présidentiel “pour service à la patrie” et a donc bénéficié du régime de Loukachenka. Il est donc responsable de graves violations des droits de l’homme ainsi que de la répression de la société civile et de l’opposition démocratique. Il continue de jouer un rôle actif dans le régime de Loukachenka en tant que chef du département de soutien logistique au ministère de l’intérieur de Biélorussie.
