Willy Ngoma holds the leading position of spokesperson of the March 23 Movement/Congolese Revolutionary Army (Mouvement du 23 mars/Armée révolutionnaire du Congo – M23/ARC), a non-governmental armed group operating in the Eastern DRC. The M23/ARC contributes to the armed conflict, instability and insecurity in the DRC, in particular through violence and serious human rights abuses, including killings, attacks and sexual violence against civilians.
