Descriptions

Appointed by the SAC, Lieutenant General Than Hlaing was engaged in actions and policies undermining democracy and the rule of law in Myanmar/Burma, as well as actions that threaten the peace, security and stability of Myanmar/Burma. Additionally, police forces acting under the authority of Lieutenant General Than Hlaing have committed serious human rights violations since 1 February 2021, killing civilian and unarmed protestors, restricting freedom of assembly and of expression, carrying out arbitrary arrests and detaining opposition leaders and opponents of the coup. In his previous roles as Deputy Minister of Home Affairs and Chief of Police, Lieutenant General Than Hlaing was directly responsible for decision making concerning repressive policies and violent actions committed by police against peaceful demonstrators and is therefore responsible for serious human rights violations in Myanmar/Burma. Lieutenant General Than Hlaing is a member of the Myanmar Armed Forces (Tatmadaw). He was appointed Deputy Minister of Home Affairs and Chief of Police on 2 February 2021 and stepped down from those positions on 5 May 2022. He is currently part of the reserve forces. On 1 February 2021, the Myanmar Armed Forces (Tatmadaw), led by Commander-in-Chief Min Aung Hlaing, staged a coup in Myanmar by setting aside the results of the elections held on 8 November 2020 and by overthrowing the democratically elected government. As part of the coup, Vice-President Myint Swe, functioning as Acting President, declared a state of emergency on 1 February 2021 and transferred the legislative, executive and judicial powers of the state to the Commander-in-Chief of Defence Services Senior General Min Aung Hlaing. On 2 February 2021, the SAC was established to exercise those powers, preventing the democratically elected government from fulfilling its mandate.

Le général de corps d’armée Than Hlaing est membre des forces armées du Myanmar/de la Birmanie (Tatmadaw). Il a été nommé vice-ministre de l’intérieur et chef de la police le 2 février 2021 et a quitté ces fonctions le 5 mai 2022. Il fait actuellement partie des forces de réserve. Le 1er février 2021, les forces armées du Myanmar/de la Birmanie (Tatmadaw), dirigées par Min Aung Hlaing, leur commandant en chef, ont perpétré un coup d’État au Myanmar/en Birmanie en rejetant les résultats des élections tenues le 8 novembre 2020 et en renversant le gouvernement démocratiquement élu. Dans le cadre de ce coup d’État, le vice-président Myint Swe, agissant en qualité de président par intérim, a proclamé l’état d’urgence le 1er février 2021 et transféré les pouvoirs législatif, exécutif et judiciaire de l’État au commandant en chef des services de défense, le généralissime Min Aung Hlaing. Le 2 février 2021, le SAC a été institué pour exercer ces pouvoirs, empêchant le gouvernement démocratiquement élu d’accomplir son mandat. Le général de corps d’armée Than Hlaing, nommé par le SAC, a participé à des actions et politiques portant atteinte à la démocratie et à l’état de droit au Myanmar/en Birmanie, ainsi qu’à des actions menaçant la paix, la sécurité et la stabilité au Myanmar/en Birmanie. Par ailleurs, depuis le 1er février 2021, les forces de police opérant sous l’autorité du général de corps d’armée Than Hlaing commettent de graves violations des droits de l’homme, en tuant des civils et des manifestants non armés, en limitant la liberté de réunion et d’expression, en procédant à des arrestations arbitraires et en détenant des dirigeants de l’opposition et des opposants au coup d’État. Dans ses précédentes fonctions en tant que vice-ministre de l’intérieur et chef de la police, le général de corps d’armée Than Hlaing était directement responsable des décisions prises à des fins répressives ainsi que des violences commises par la police contre des manifestants pacifiques et est donc responsable de graves violations des droits de l’homme au Myanmar/en Birmanie.
