Alexander Pumpyansky is the son of Dmitry Pumpyansky. Dmitry Pumpyansky is the former Chairman of the board of directors of TMK PAO and the former President and a former board member of Group Sinara. In those capacities, he supported and benefitted from cooperation with authorities of the Russian Federation and state-owned enterprises, including Russian railways, Gazprom and Rosneft. Irrespective of the purported sale of TMK and Group Sinara, he still has ongoing links with those companies and has seen his financial worth increase considerably in the last two years. Alexander Pumpyanskiy continues to share common interests with Dmitry Pumpyanskiy, as shown in particular by his signatory rights over several bank accounts held by Dmitry Pumpyanskiy. In anticipation of being included in the Annex to Decision 2014/145/CFSP, Alexander and Dmitry Pumpyansky coordinated their response by simultaneously resigning their positions in PJSC Pipe Metallurgical Company and Group Sinara. Because of his relationship to his father, Alexander Pumpyansky derived significant financial benefit from those companies on that occasion. Given the scale of the benefits received, Alexander continues to benefit from the sums received from Group Sinara. Alexander Pumpyansky is therefore an immediate family member benefitting from his father, Dmitry Pumpyansky, a leading businessperson operating in Russia and involved in economic sectors providing a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. Alexander and Dmitry Pumpyansky continue to coordinate their responses to Union restrictive measures and the management of the assets they hold in common. Because of his family relationship to Dmitry Pumpyanskiy, Alexander Pumpyansky served on the Board of Directors of PJSC Pipe Metallurgical Company and Group Sinara. Alexander and Dmitry Pumpyansky own significant assets in common through their ultimate beneficial ownership of, and positions of responsibility within, the holding company Furdberg Holding Limited. Alexander and Dmitry Pumpyansky further coordinated their response to the Union’s restrictive measures by ceding nominal control of assets previously owned by Furdberg Holding Limited to closely associated persons.

À ces titres, il a soutenu les autorités de la Fédération de Russie et des entreprises d’État, notamment les chemins de fer russes, Gazprom et Rosneft, et a tiré avantage d’une coopération avec celles-ci. Nonobstant la prétendue vente de TMK et du groupe Sinara, il entretient toujours des liens avec ces sociétés et a vu son patrimoine financier augmenter considérablement au cours des deux dernières années. Parce qu’il a des liens familiaux avec Dmitry Pumpyansky, Alexander Pumpyansky a siégé au conseil d’administration de PJSC Pipe Metallurgical Company et du groupe Sinara. Alexander et Dmitry Pumpyansky possèdent en commun des actifs importants, par l’intermédiaire de la société Furdberg Holding Limited, dont ils sont les propriétaires en dernière analyse et au sein de laquelle ils occupent des postes à responsabilité. Alexander Pumpyansky continue de partager des intérêts communs avec Dmitry Pumpyansky, comme en attestent notamment les droits de signature dont il dispose sur plusieurs comptes bancaires détenus par Dmitry Pumpyansky. Anticipant leur inscription à l’annexe de la décision 2014/145/PESC, Alexander et Dmitry Pumpyansky ont coordonné leur réaction en démissionnant simultanément de leurs fonctions au sein de PJSC Pipe Metallurgical Company et du groupe Sinara. Du fait de ses relations avec son père, Alexander Pumpyansky a tiré un avantage financier important de ces sociétés à cette occasion. Compte tenu de l’ampleur des avantages perçus, Alexander continue de bénéficier des sommes reçues du groupe Sinara. Alexander et Dmitry Pumpyansky ont en outre coordonné leurs réactions aux mesures restrictives de l’Union en cédant à des personnes qui leur sont étroitement associées le contrôle nominal d’actifs précédemment détenus par Furdberg Holding Limited. Alexander Pumpyansky est donc un membre de la famille proche de son père, Dmitry Pumpyansky, dont il tire avantage, et qui est un homme d’affaires influent exerçant des activités en Russie ainsi qu’un homme d’affaires actif dans des secteurs économiques constituant une source substantielle de revenus pour le gouvernement de la Fédération de Russie, qui est responsable de l’annexion de la Crimée et de la déstabilisation de l’Ukraine. Alexander et Dmitry Pumpyansky continuent de coordonner leur réaction aux mesures restrictives de l’Union ainsi que la gestion des actifs qu’ils détiennent en commun.
