Michael Makuei Lueth

Michael Makuei Lueth has held the position of Minister for Information and Broadcasting since 2013 and continues to hold that position in the Revitalised Transitional Government of National Unity. He was also the public spokesman for the government delegation to the Intergovernmental Authority on Development peace talks from 2014 to 2015 and from 2016 to 2018. Michael Makuei has obstructed, in particular through inflammatory public statements, the implementation of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) of August 2015 (replaced in September 2018 by the “Revitalised ARCSS” (R-ARCSS)), the work of the ARCSS Joint Monitoring and Evaluation Commission (JMEC, renamed “Reconstituted JMEC” under R-ARCSS), the establishment of the ARCSS Transitional Justice Institutions (also provided for in R-ARCSS), and the operations of the United Nations’ Regional Protection Force. In addition, Michael Makuei is involved in the systematic curtailment of political and democratic space and in the repression of the media, which hinder democratisation and sustainable peace in South Sudan, including through regular threats against journalists and support to media censorship. Therefore, Michael Makuei has been obstructing the political process in South Sudan and is responsible for serious violations of human rights, in particular freedom of expression.

Michael Makuei Lueth exerce les fonctions de ministre de l’information et de la radiodiffusion depuis 2013 et continue d’occuper ce poste au sein du gouvernement provisoire d’union nationale revitalisé. Il a également été, de 2014 à 2015 et de 2016 à 2018, le porte-parole de la délégation gouvernementale pour les pourparlers de paix menés sous l’égide de l’Autorité intergouvernementale pour le développement. Michael Makuei a entravé, notamment par des déclarations publiques incendiaires, la mise en œuvre de l’accord sur la résolution du conflit au Soudan du Sud (ARCSS) d’août 2015 (remplacé en septembre 2018 par l’“ARCSS revitalisé” (R-ARCSS)], les travaux de la Commission mixte de suivi et d’évaluation de l’ARCSS — rebaptisée Commission mixte de suivi et d’évaluation reconstituée dans le cadre du R-ARCSS — et la mise en place des institutions de justice transitionnelle prévues par l’ARCSS (également prévue dans le R-ARCSS), ainsi que les opérations de la force de protection régionale des Nations unies. En outre, Michael Makuei participe à la restriction systématique de l’espace politique et démocratique et à la répression des médias, faisant obstacle à la démocratisation et à une paix durable au Soudan du Sud, y compris par des menaces régulières à l’encontre de journalistes et un soutien à la censure des médias. Par conséquent, Michael Makuei a entravé le processus politique au Soudan du Sud et est responsable de graves violations des droits de l’homme, en particulier de la liberté d’expression.
